New Delhi, April 2013: When a public servant says, “I came to the Civil Service for self-betterment,” it often comes across as selfishness. To justify their reason, they build their other “motivational” fluff. Being ambitious, hard-working, giving, calm, rational and a meticulous planner is the typical lifestyle for those who leave their jobs to get into civil service. But does it work? Does it work if one needs self-improvement? To answer this question, a deep dive into data is necessary. We begin by asking: Are the very same young people who are promoted in civil services expected to practice self-improvement? In other words, is there a correlation between the personal scorecard and the outcome?
How LBSNAA is different from other institutes?
In India, the IAS cadre is considered to be the face of the state and it is the most trusted agency to handle government matters. Hence, an institute that trains public servants would be a major hub of influence. IAS alumni occupy almost all positions in government and most, if not all the top leadership positions in most states, have an IAS background. The foundation course is the first step that an aspirant must take before beginning the training itself. The foundation course of the academy is made up of four and a half weeks of instruction that include topics like policy, ethics, negotiation, public speaking, and yoga. There are courses that differ for different disciplines. An IAS aspirant would be a new student at the academy, so a standard syllabus is used.
What does the academy train?
LBSNAA trains civil servants of the IAS cadre, and also conducts the Foundation Course, designed for the other civil services and non-civil services candidates What is the curriculum? The college’s primary task is to train government officials in the skills needed to run the state and the central government. It offers diploma programmes in business studies, humanities, science, engineering, law and public policy and public administration. The government has over 100 such academies across the country, but LBSNAA is the only one training civil servants. It is also one of the premier civil services training institutions What is the coursework? There are three levels of training available in the academy. The Foundation Course gives students an insight into basic civics and economic theory.
Admission Criteria of LBSNAA :
Requirements Candidates should be above 21 years of age and should have a minimum of 15 years of work experience as a Civil Servant (besides 3 years as District Collector). Candidates should have a minimum of 50% marks (except in case of SC/ST/OBC candidates) in the Class XII Board Examinations with good write-up for general and political science/ economics and economics/ history for NCVT and UPSC.
