The organisation was founded in 1969 by a group of students at Ramjas College in Delhi. ABVP was conceived by student leader Swami Agnivesh, at the time a member of the Jana Sangh, the forerunner of the Bharatiya Janata Party. Its main goal was to “promote Hindutva" by propagating a concept of Hindu nationalism and state-sponsored Hindutva, an ideological position which considers India to be a Hindu nation. According to ABVP's leader Ashish Pandya, the organisation strives to identify a “political objective, cultural role model, national and international stature for the Hindu society”. It also seeks to celebrate what it sees as Hindu cultural heritage, like Bollywood films and Ramayana in Sanskrit in primary schools.

It is part of the Rashtriya Swayamsevak Sangh and was formed in 1948. It campaigned and organized anti-communal and Dalit movements in India. It also supports and promotes RSS ideologies. In 1972, the name was changed to Akhil Bharatiya Vidyarthi Parishad, as being a non-communal organization it has been allowed to take part in all election campaigns in India. It had also campaigned against the Partition of India and had supported and helped in achieving a composite culture. On the campuses of India, the ABVP has claimed to be the protector of the right to free speech and association. For years, the ABVP has insisted on disallowing what it terms as anti-national events at universities across the country. It had also banned certain speeches made by certain speakers at Indian universities.

ABVP is a Hindu nationalist student organisation which is affiliated to the Rashtriya Swayamsevak Sangh, the ideological mentor of the BJP. While JNU is the chief example of ABVP's radical activism, the Sangh has other universities in its target list including the University of Delhi, Lady Sri Ram College for Women, and Delhi College of Engineering. ABVP's Students' Wing (ABVP SHO) is well known for its activism and anti-left, anti-liberal and anti-secular activities in Delhi University. It has strong presence in most of Delhi University colleges as well as Delhi University's affiliated colleges in Bihar, Jharkhand, Haryana, UP, Rajasthan, Punjab and Chandigarh.
